Some views on the situation in Bulgaria and the main activities of ADRA Foundation

We may say that the main problems in Bulgaria are based not only and mainly on poverty and shortage of money, but mostly for lack of good management in different sectors of public government.

The previous social security system was based mainly on different activities of the state (the government)! That leads now to a shortage of suitable working models in the social sphere. Our opinion is that in its future work ADRA Foundation has to concentrate not only on distribution of different sort humanitarian aid (charities) but mainly on creating working models of social institutions in different areas (health, working with the minorities, assistance to a disabled people, orphans and other social groups).

I. We think that because of the upcoming changes in our society the criteria for creation of such project has to be put not only on achieving soon self-support and stability but this has to be aimed for a period of 2 or 3 years. It is good to concentrate on small but steady and continuously working projects and by this to show to the public that ADRA is not an organization with some temporal tasks and horizons but it has some steady and constantly working branches.

II. We think that a very important stream of activities has to be to watch carefully the activities of the international donors (World Bank, EBRD, European Community etc.) and try to work with them on certain items and projects. In this respect it is good to work very close with the other ex-socialist countries and learn from the their experience and implement some of their good solutions. In this respect we also think that it will be good to form a larger team of possible consultants in various areas who are ready to work for sort term in Bulgaria on different projects and even to consult the government officials directly through ADRA or other non-profit organizations. In this sphere we have maid an application in open tender for consulting services in a social project financed by the World Bank.

III. The third very important item in our activities has to be to develop our mutual work with the governmental and municipal institution. Up to now we have good connections with the Ministry of Labour and Social Welfare and the Municipality of Kiustendil.
